Brownfields Cleanup Project/Characterization and Remediation – Former Willamette Industries Facility, Sweet Home, OR (August 2014)

Full scale investigation and cleanup from heavily contaminated mill site facility located along the Santiam River. Our investigation involved several phases of work including soil & groundwater quality evaluation and contaminated soil remediation. Creekside also completed a comprehensive risk assessment and prepared a Contaminated Media Management Plan for our confidential client.

Brownfields Cleanup Project/Characterization and Remediation – Former Eyerly Aircraft Repair Facility, Salem, OR (January 2005 to December 2012)

Full scale cleanup from heavily contaminated aircraft maintenance and repair facility to military installation post for Oregon Dept. of Military; main chemicals of concern: Chromium, lead, petroleum hydrocarbons, VOCs. The environmental team of Creekside Environmental Consulting, L.L.C., General Client Services, Inc., and Scientec Inc. with chemical engineering provided by Univar and FMC Corporation and Bio-remediation consultation provided by Robert Radcliffe of Bioremediation Corporation, in a collaborative effort has recently completed the characterization of soil and shallow groundwater contamination beneath a 4.5-acre site (Jack Eyerly Trust Property) located on Turner Road SE, in Salem, Oregon. Based on that work, the environmental team developed, and has completed, remediation actions for contaminated site soil and shallow groundwater. Detailed information on all characterization and remediation activities has been provided to the Oregon Department of Environmental Quality (ODEQ) on an ongoing basis via weekly reports, project meetings, technical memorandums, emails, phone conversations, and numerous figures and tables. No Further Action determination has been recommended by DEQ.

Portland Harbor Source Control Evaluation – Peninsula Iron Works, Portland, Oregon (July 2012 – Present)

Based on City of Portland’s recently completed industrial source control study, Peninsula Iron Works was identified as a potential source of contamination to the Portland Harbor at Basin 52 near Cathedral Park on the east side of the Willamette River. A Strategy Recommendation was completed & DEQ determined a Preliminary Assessment (PA) on the subject property should be conducted. Creekside completed the PA in July 2005, and prepared a work plan for DEQ which involved hot spot removal of PCB-impacted soils. Creekside provided construction oversight during remediation, collected confirmatory samples, prepared an ecological risk assessment, and successfully obtained an NFA from DEQ in May 2006.

Environmental Assessment & Site Cleanup – Portland Harbor Sediment Study Area – Romar Transportation Systems, N. Time Oil Road, Portland, Oregon (June-December 2005)

Based on initial sampling results from a river sediment quality study, DEQ identified Romar as a potential source of contamination to the Portland Harbor. A Strategy Recommendation was completed & DEQ determined a Preliminary Assessment (PA) on the subject property should be conducted. Creekside completed the PA in July 2005, and prepared a work plan for DEQ which involved hot spot removal of PCB-impacted soils. Creekside provided construction oversight during remediation, collected confirmatory samples, prepared an ecological risk assessment, and successfully obtained an NFA from DEQ in May 2006.

Full Scale Brownfield Cleanup and Risk Assessment — Former Frontier Leather, Sherwood, Oregon (Sept. 2005 to May 2008)

Brownfields cleanup project from heavily contaminated former tannery to industrial park & storage facility; main chemicals of concern: Chromium, lead, arsenic, manganese, petroleum hydrocarbons, VOCs. Our services for this project included preparing work plans, permits, and reports for City of Sherwood and DEQ (storm water, hazardous waste, demolition, grading, and remediation); completed a test pit exploration program to assess the vertical and lateral extent of fire debris impacts & subsurface soil and groundwater impacts; completed sediment and surface water sampling within Rock Creek; implemented an analytical program that meets appropriate data quality objectives and allows for comprehensive identification of site contaminants of interest (COI), conceptual site model, locality of facility, beneficial use determinations and hot spot determinations; compiled data into a comprehensive database; updated the existing Level I Scoping ecological risk assessment (ERA), completed a Level II ERA, and completing human health risk screening; and obtaining a conditional NFA determination from DEQ.

Environmental Services – Facility Closure, Asbestos Assessment & Abatement, UST Decommissioning – Former Physicians Hospital Site, Portland, Oregon (Jan. 2007)

Project involved conducting full scale asbestos assessment & abatement oversight, completion of Phase I / II Environmental Site Assessments, decommissioning of one large (10,000 gallon fuel UST), installation of a replacement UST, preparation of several plans and reports for Oregon DEQ, obtaining an NFA determination for the client.

Phase I, II Environmental Investigation/Facility Closure and Site Demolition and Decontamination, Avanti Auto Body/Former Battery X-Change, Portland, Oregon (2006-2007).

Creekside conducted comprehensive Phase I and II ESAs to establish the lateral and vertical extent of lead contamination. Work involved researching historical operating and land use information for the site; preparing a sampling and analysis plan; collecting several dozen wipe samples, shallow soil samples, and water samples; evaluating laboratory data; and preparing Phase I and II reports using standard ASTM protocols. Work also involved selecting a General Demolition Contractor, providing oversight during abatement of asbestos, PCBs, lead-contaminated soils, and building demolition; waste characterization; conducting Phase III confirmation soil sampling and testing after cleanup; and preparing a facility closure report. DEQ issued a No Further Action for this site in March 2007.

Environmental Assessment & Site Cleanup – Former Ken Foster Farms, Sherwood, Oregon (June-May 2008)

A Strategy Recommendation was completed & DEQ determined a Preliminary Assessment (PA) on the subject property should be conducted, under medium priority status. Creekside completed the PA in July 2005 then prepared a work plan for DEQ which involved hot spot removal of PCB-impacted soils. Creekside provided construction oversight during remediation, collected confirmatory samples, prepared an ecological risk assessment, and successfully obtained a letter of No Further Action from DEQ in May 2008.

Environmental Assessment & Site Cleanup – Happy Valley Landfill, Clackamas, Oregon (March 2008-January 2010)

This project involved collection and analysis of about 100 shallow soil, surface water, and ground water samples for assessment of current site conditions at an abandoned construction debris landfill on residential property. We removed several leaking USTs and about 200 tons of petroleum impacted soils. Through negotiations with Oregon DEQ, we are in the process of obtain site closure for our client (No Further Action determination).

Engineering Project – Groundwater Treatment for Elevated Arsenic – Nisqually Commercial Park, Olympia, WA (July 2009-December 2011)

Our client was tasked with installing a water treatment system for drinking water supply at his commercial park with 45 residents based on EPA’s new maximum arsenic concentration of 10 ppb. Creekside’s scope of work involved review of maps, aerial photographs, historical water quality data, and Washington Department of Ecology (DOE) file documents, site visits, collection and analysis of samples from nine wells and one spring located within one mile of the subject property, completion of a treatability study and pilot plant, review of various engineering options for treating the well water, obtaining construction permits, and design and installation of the water treatment system which is currently operating at the site.

PCB Site Characterization and Cleanup, Oregon

Prepared a RCRA Closure Plan including liquid and soil removal procedures, a Sampling and Analysis Plan (SAP), and a Health and Safety Plan. Utilized PCB field kits to minimize laboratory costs, compared laboratory test results with applicable regulatory reference criteria (40 CFR 761), supervised site cleanup activities, and received a “no further action” letter from the USEPA Region 10 PCB coordinator upon project completion.

Environmental Investigation, Oregon

Allied Systems Company (June 2003 – April 2004).

Conducted a comprehensive environmental investigation of onsite storm water, soils, groundwater, and stream sediments. Project involved writing and implementing a Sampling and Analysis Plan, evaluating laboratory data, and preparing a Risk-Based Closure Report consistent with Oregon DEQ rules and regulations. DEQ issued a “No Further Action” letter for the site in April 2004.

Environmental Investigation and Facility Closure

Carnation Dairy Site, Portland, Oregon (June – December 2004).

Conducted a comprehensive environmental investigation of onsite soils, groundwater and soil vapors. Project involved writing and implementing a Sampling and Analysis Plan, evaluating laboratory data, and preparing a Risk-Based Closure Report consistent with Oregon DEQ rules and regulations. DEQ issued a “No Further Action” letter for the site in December 2004.

Brownfields Site Investigation, City of Willamina, Oregon

Funded by Oregon State Lottery Funds Administered by OE & CDD.

Completed extensive Phase II Environmental Site Assessment including records review, hydrogeologic, surface water, soils and ecological risk evaluations; agency file search; personnel interviews; research of environmental investigations on the subject site and on neighboring properties; and pond and sediment sampling and analysis at a former log pond facility owned by Hampton Lumber Company. Met with City of Willamina and the Oregon Department of Environmental Quality to discuss the investigation results and prepared a work plan to remediate onsite contamination. Target constituents include petroleum hydrocarbons, regulated metals, Sapstain, and volatile organic compounds. Project is in progress and cleanup has not yet been authorized.

Residential Cleanup Project/Characterization and Remediation – Former Ken Foster Farms Site, Sherwood, OR (November 2005 April 2009)

In November 2005, Creekside was hired to complete a Phase 2 ESA for 5 acres of residential land that was previously referenced as the Former Ken Foster Farm Site. It was reportedly impacted with chromium-contaminated waste deposits originating from the Former Frontier Leather Tannery facility located about ¼ mile to the north. During our Phase 2 investigation, we confirmed that the property was impacted with Frontier Leather wastes. Shortly thereafter, Creekside was hired to conduct a full scale environmental investigation and cleanup of 4 acres which had been selected for residential redevelopment. During the 3 years we were involved, the Creekside Team collected hundreds of onsite samples (shallow soil, groundwater, pond water, pond sediments, and waste piles) and arranged for analysis of total and hexavalent chromium which were the primary chemicals of interest. We completed an Interim Remedial Action Measure (IRAM) plan and also managed the removal and on-site placement (into an Engineered Soil Cell) of over 8,000 tons of chromium-impacted soil and debris. Creekside also completed human health and ecological risk assessments and submitted final reports to DEQ. Our services for this project included preparing work plans, permits, and reports for our client with oversight and approval from DEQ. By April 10, 2009, our client obtained Further Action (NFA) determinations for all four 1-acre lots from DEQ which allowed him to market the property for redevelopment or for sale.
