Investigation and Remediation of Lead-Impacted Soil

Project included preparing several sampling and analysis plans, coordinating air monitoring and evaluating air containment systems, supervising site investigation and phase 1 cleanup activities, and corresponding with Oregon DEQ environmental cleanup division (ECD) personnel.

PCB Site Characterization and Cleanup, Oregon

Owner/Principal Brent Jorgensen Served as Project Manager.

Prepared a RCRA Closure Plan including liquid and soil removal procedures, a Sampling and Analysis Plan (SAP), and a Health and Safety Plan. Utilized PCB field kits to minimize laboratory costs, compared laboratory test results with applicable regulatory reference criteria (40 CFR 761), supervised site cleanup activities, and received a “no further action” letter from the USEPA Region 10 PCB coordinator upon project completion.

Environmental Investigation in Rickreall, Oregon

Assisted the client in emergency cleanup of fertilizer and pesticide fire debris, investigated waste disposal and treatment options, and worked closely with with DEQ in preparation and implementation of sampling, analysis, and closure plans and reports. Project involvement also included preparation of regulatory classification reports, design and installation of a wastewater treatment system, coordination of site cleanup and decontamination with Chemical Waste Management, Inc., and negotiation of site cleanup standards with DEQ. Also worked with Oregon DEQ and USEPA to exempt on-site wastes from RCRA Land Ban Disposal Restrictions. Other activities included:

  • Preparing a fire debris management plan

  • Sampling soil and debris contaminated with agricultural chemicals

  • Submitting samples with chain-of-custody documentation to a certified lab, interpreting the results, and characterizing the debris for disposal

  • Preparing regulatory classification reports

  • Designing a wastewater treatment system for pesticide-contaminated liquids using carbon filtration

CERCLA Superfund Site – Waste Characterization and Disposal Project

CERCLA Superfund Site Characterization and Remediation of Lead-Contaminated Soil and Groundwater

Assisted in the nvestigation soil and groundwater impacts resulting from multiple releases of lead-contaminated sulfuric acid solution at a lead smelting facility in St. Helens, Oregon. Project involved preparing sampling and analysis plans, health and safety plans, supervising site cleanup activities, evaluating laboratory test results with appropriate regulatory criteria, recommending disposal options, summarizing the project activities in several reports, and preparing a risk assessment and RIFS for the Oregon DEQ.

CERCLA Superfund Site – Disposal of Creosote-Treated Lumber

McCormic & Baxter Site, Portland, Oregon

Assisted in coordination of the disposal of several hundred creosote-treated logs at the subject site. Project involved preparing health and safety plans, supervising log disposal activities, evaluating appropriate regulatory criteria for the disposal recommending disposal/resale options, summarizing the project activities in several reports, and working with the Oregon DEQ.

Site Investigation and Soil Cleanup, Willamette River

Confidential Oil & Chemical Corporation, Oregon 

Completed an assessment of a 1-acre area along the Willamette River (previously used for storing petroleum-impacted soil), met with managers to discuss soil testing results, prepared and implemented a sampling and analysis plan and a work plan and coordinated removal of about 1,200 tons of soil. Creekside prepared a soil remediation report as part of this project. Target constituents include petroleum hydrocarbons and volatile organic compounds.

Environmental Investigation and Facility Closure

Carnation Dairy Site, Portland, Oregon (June – December 2004).

Conducted a comprehensive environmental investigation of onsite soils, groundwater and soil vapors. Project involved writing and implementing a Sampling and Analysis Plan, evaluating laboratory data, and preparing a Risk-Based Closure Report consistent with Oregon DEQ rules and regulations. DEQ issued a “No Further Action” letter for the site in December 2004.

Environmental Investigation and Site Cleanup, Washington State

Environmental Investigation and Site Cleanup of Petroleum Impacted Soils and Sediment Washington State Parks & Recreation, State Park Project (November 2004).

Provided emergency response and site cleanup management services, rented heavy equipment necessary for onsite removal of 80 tons of petroleum contaminated soils, hired a specialized subcontractor to remove and properly dispose of 4,000 gallons of oily wastewater, sampled soil and lake bed sediments, evaluated laboratory data, met with agency representatives of Clark County, WA State Parks, & Department of Ecology to develop a plan ofaction, implement the plan and resolve the problem for the park (project is ongoing).

Facility Decontamination and Chromium Cleanup

Columbia Colstor Inc., Woodland, Washington.

Project involved removing sodium bichromate residues from concrete surfaces inside the cold storage warehouse, flushing the inside of approximately 450 pieces of sprinkler pipe and 1500 small parts, removing and containerizing contaminated soil, conducting wipe sampling inside the cold storage warehouse to confirm cleanliness at the subject facility, collecting soil, solid waste, and liquid waste samples to determine regulatory status, completing treatability testing at a local laboratory, attempting to complete onsite treatment of the chromium liquids using redox chemistry and ion exchange, arranging for waste disposal at a licensed TSDF, and preparing several reports for the Washington Department of Ecology.

Facility Decontamination and Confirmation, Tualatin, Oregon

Cleanliness Sampling, Analysis, and Reporting, OKI Semiconductor, Inc., Tualatin, Oregon.

Provided technical direction and support in closing and decontaminating the subject site, which was used to manufacture semiconductor components from 1986 to 1998. Work involved providing assistance with health and safety protocol, writing a comprehensive sampling and analysis plan, sampling facility surfaces after decontamination, evaluating laboratory test results, meeting with OKI’s corporate management staff, and documenting and reporting the results.

Offshore Oil and Waste Chemical Cleanup Management

McCall Oil & Chemical Company, Astoria Terminal, Oregon.

Evaluated oil spill impacts at subject site in Astoria, set approximately 200 feet of boom skirts, sampled and analyzed obsolete water treatment chemicals, and arranged for the appropriate disposal of those chemicals at a licensed treatment, storage, and disposal (TSD) facility.

Metals Reduction in Wastewater, St. Helens, OR

Confidential Former Lead Smelting Facility, St. Helens, Oregon
Owner/Principal Brent Jorgensen Served as Project Manager.

Designed and installed a treatment system to extract lead and cadmium from wastewater during facility decontamination. The system used chemical oxidation, precipitation, and ultrafiltration technologies to reduce concentrations below local municipal wastewater discharge standards.

Phase I, II, and III Environmental Investigation/Facility Closure and Site Demolition and Decontamination

Confidential Former Lead Facility, Portland, Oregon.

Conducted comprehensive Phase I and II ESA’s to establish the lateral and vertical extent of lead contamination at the subject site. Work involved researching historical operating and land use information for the site; preparing a sampling and analysis plan; collecting several dozen wipe samples, shallow soil samples, and water samples; evaluating laboratory data; and preparing Phase I and II reports using standard ASTM protocols. Work also involved selecting a General Demolition Contractor, providing oversight during abatement of asbestos, PCB’s, and lead-contaminated soils, and building demolition; waste characterization; conducting Phase III confirmation soil sampling and testing after cleanup; and preparing a facility closure report.
