Environmental Services – Asbestos Assessment & Abatement, UST Decommissioning – Vibra Healthcare, Portland, Oregon (Jan. 2007).

Creekside has collected approximately 250 asbestos samples throughout the former Woodland Park Memorial Hospital facility for Vibra. We have managed the abatement of approximately 1,000 asbestos-containing pipe insulation elbows, vinyl flooring with mastic, and other miscellaneous asbestos materials. Project also involved developing an Operations and Maintenance Plan, completion of Phase I / II Environmental Site Assessments, decommissioning of one large (10,000 gallon fuel UST), installation of a replacement UST, preparation of several plans and reports for Oregon DEQ, obtaining an NFA determination for the client.

Hazardous Materials Survey & Abatement, for Emerick Construction at a school in Salem, Oregon (2009).

Creekside conducted a comprehensive hazardous materials survey which included sampling and identification of materials and equipment which may contain asbestos, lead based paint, PCBs and mercury for Emerick Construction prior to the demolition of ten dormitory buildings and offices on at a private school. Approximately 80 samples were collected and all the transformers and other equipment were evaluated and researched for potential hazardous materials. Creekside also managed the abatement of any positive results to ensure proper disposal prior to the demolition of the buildings.

Brownfields Cleanup Project/Contamination Characterization and Remediation – Former Eyerly Aircraft Repair Facility, Salem, OR (January 2005 to present).

Full scale cleanup from heavily contaminated aircraft maintenance and repair facility to military installation post for Oregon Dept. of Military; main chemicals of concern: Chromium, lead, petroleum hydrocarbons, VOCs. The environmental team of Creekside Environmental Consulting, L.L.C., General Client Services, Inc., and Scientec Inc. with chemical engineering provided by Univar and FMC Corporation and Bio-remediation consultation provided by Robert Radcliffe of Bioremediation Corporation, in a collaborative effort has recently completed the characterization of soil and shallow groundwater contamination beneath a 4.5-acre site (Jack Eyerly Trust Property) located on Turner Road SE, in Salem, Oregon. Based on that work, the environmental team developed, and has completed, remediation actions for contaminated site soil and shallow groundwater. Detailed information on all characterization and remediation activities has been provided to the Oregon Department of Environmental Quality (ODEQ) on an ongoing basis via weekly reports, project meetings, technical memorandums, emails, phone conversations, and numerous figures and tables. No Further Action determination has been recommended by DEQ.

RCRA Closure, Chemical Distribution Center, Portland, Oregon

Investigated soil and potential groundwater impacts at a lead-vinyl products manufacturer from releases of airborne dusts. Project included preparing several sampling and analysis plans, coordinating air monitoring and evaluating air containment systems, supervising site investigation and phase 1 cleanup activities, and corresponding with Oregon DEQ environmental cleanup division (ECD) personnel.

PCB Site Characterization and Cleanup, Oregon

Prepared a RCRA Closure Plan including liquid and soil removal procedures, a Sampling and Analysis Plan (SAP), and a Health and Safety Plan. Utilized PCB field kits to minimize laboratory costs, compared laboratory test results with applicable regulatory reference criteria (40 CFR 761), supervised site cleanup activities, and received a “no further action” letter from the USEPA Region 10 PCB coordinator upon project completion.

Environmental Investigation in Rickreall, Oregon

Assisted the client in emergency cleanup of fertilizer and pesticide fire debris, investigated waste disposal and treatment options, and worked closely with with DEQ in preparation and implementation of sampling, analysis, and closure plans and reports. Project involvement also included preparation of regulatory classification reports, design and installation of a wastewater treatment system, coordination of site cleanup and decontamination with Chemical Waste Management, Inc., and negotiation of site cleanup standards with DEQ. Also worked with Oregon DEQ and USEPA to exempt on-site wastes from RCRA Land Ban Disposal Restrictions. Other activities included:

  • Preparing a fire debris management plan

  • Sampling soil and debris contaminated with agricultural chemicals

  • Submitting samples with chain-of-custody documentation to a certified lab, interpreting the results, and characterizing the debris for disposal

  • Preparing regulatory classification reports

Site Investigation and Soil Cleanup, Willamette River

Confidential Oil & Chemical Corporation, Oregon 

Completed an assessment of a 1-acre area along the Willamette River (previously used for storing petroleum-impacted soil), met with managers to discuss soil testing results, prepared and implemented a sampling and analysis plan and a work plan and coordinated removal of about 1,200 tons of soil. Creekside prepared a soil remediation report as part of this project. Target constituents include petroleum hydrocarbons and volatile organic compounds.

Environmental Investigation, Oregon

Allied Systems Company (June 2003 – April 2004).

Conducted a comprehensive environmental investigation of onsite storm water, soils, groundwater, and stream sediments. Project involved writing and implementing a Sampling and Analysis Plan, evaluating laboratory data, and preparing a Risk-Based Closure Report consistent with Oregon DEQ rules and regulations. DEQ issued a “No Further Action” letter for the site in April 2004.

Carnation Dairy Site, Portland, Oregon (June – December 2004).

Conducted a comprehensive environmental investigation of onsite soils, groundwater and soil vapors. Project involved writing and implementing a Sampling and Analysis Plan, evaluating laboratory data, and preparing a Risk-Based Closure Report consistent with Oregon DEQ rules and regulations. DEQ issued a “No Further Action” letter for the site in December 2004.

Environmental Investigation and Site Cleanup Involving Chromium

Environmental Investigation and Site Cleanup of Chromium Impacted Animal Hides, Stella Olson Memorial Park, City of Sherwood, Oregon (November 2004). 

Project involved preparing a Work Plan which was approved by the Oregon DEQ; collecting soil, sediment, surface water, and groundwater samples; arranging for the samples to be evaluated at a State-certified lab; evaluating the lab data; and developing and implementing a remediation plan for the City (project is ongoing).

Environmental Investigation and Site Cleanup, Washington State

Environmental Investigation and Site Cleanup of Petroleum Impacted Soils and Sediment Washington State Parks & Recreation, State Park Project (November 2004).

Provided emergency response and site cleanup management services, rented heavy equipment necessary for onsite removal of 80 tons of petroleum contaminated soils, hired a specialized subcontractor to remove and properly dispose of 4,000 gallons of oily wastewater, sampled soil and lake bed sediments, evaluated laboratory data, met with agency representatives of Clark County, WA State Parks, & Department of Ecology to develop a plan ofaction, implement the plan and resolve the problem for the park (project is ongoing).

Mold Assessment & Remediation – Oregon & Washington

BioGen Laboratory Developments, LLP, Private Parties, Yakima, WA & Salem, Oregon (July 2002 – September 2002). 

Prepared a sampling and analysis plan, collected swab, wipe, and air samples for mold, evaluated laboratory test results, prepared remediation plans, and remediated over 10,000 Ft2 surface area in 3 locations.

Storm Water Treatment Studies and Monthly Monitoring

Kinder Morgan Bulk Terminals, Port of Portland, Oregon. 

Collected storm water samples, prepared and initiated a monthly monitoring program, evaluated laboratory test results, conducted treatability tests using neutralizing agents such as sodium bisulfate, attempted bioremediation treatment with tannic acid, and completed and submitted quarterly reports required by the Oregon Department of Environmental Quality (DEQ).

Facility Decontamination and Chromium Cleanup

Columbia Colstor Inc., Woodland, Washington.

Project involved removing sodium bichromate residues from concrete surfaces inside the cold storage warehouse, flushing the inside of approximately 450 pieces of sprinkler pipe and 1500 small parts, removing and containerizing contaminated soil, conducting wipe sampling inside the cold storage warehouse to confirm cleanliness at the subject facility, collecting soil, solid waste, and liquid waste samples to determine regulatory status, completing treatability testing at a local laboratory, attempting to complete onsite treatment of the chromium liquids using redox chemistry and ion exchange, arranging for waste disposal at a licensed TSDF, and preparing several reports for the Washington Department of Ecology.

Facility Decontamination and Confirmation, Tualatin, Oregon

Cleanliness Sampling, Analysis, and Reporting, OKI Semiconductor, Inc., Tualatin, Oregon.

Provided technical direction and support in closing and decontaminating the subject site, which was used to manufacture semiconductor components from 1986 to 1998. Work involved providing assistance with health and safety protocol, writing a comprehensive sampling and analysis plan, sampling facility surfaces after decontamination, evaluating laboratory test results, meeting with OKI’s corporate management staff, and documenting and reporting the results.

Eight Tax Credit Applications for Pollution Control Equipment

Various Oregon Manufacturing Facilities. 

Creekside has completed (or is in the process of completing) a total of eight tax credit applications for pollution control equipment for firms such as BrucePac, Package Containers, Inc., Rejuvenation, Inc., Times Litho, Leupold & Stevens, and Fujimi America. These projects require interviewing plant engineers and accountants; photographing the site and the pollution control equipment; obtaining copies of invoices for equipment, construction, and , labor; collecting wastes or wastewaters before and after treatment; evaluating laboratory data; communicating with the treatment equipment vendors; obtaining or preparing engineering AutoCAD drawings; conducting appropriate regulatory research; (occasionally) requesting a waiver for an independent accountant’s review; and preparing and submitting a tax credit application package (usually about 50 to 100 pages).

Conducted comprehensive Phase I and II ESA’s to establish the lateral and vertical extent of lead contamination at the subject site. Work involved researching historical operating and land use information for the site; preparing a sampling and analysis plan; collecting several dozen wipe samples, shallow soil samples, and water samples; evaluating laboratory data; and preparing Phase I and II reports using standard ASTM protocols. Work also involved selecting a General Demolition Contractor, providing oversight during abatement of asbestos, PCB’s, and lead-contaminated soils, and building demolition; waste characterization; conducting Phase III confirmation soil sampling and testing after cleanup; and preparing a facility closure report.

Conducted comprehensive Phase I and II ESA’s to establish a baseline prior to a real estate transaction commitment. Work involved researching historical operating and land use information for an abandoned military contractor site; preparing a sampling and analysis plan; collecting several dozen wipe samples, shallow soil samples, and water samples; evaluating laboratory data; and preparing Phase I and II reports using standard ASTM protocols.

Conducted ten Phase I ESA’s between January 1999 and May 2000 for commercial real estate brokers and construction developers. The assessments were conducted according to lending institution standards or American Society for Testing and Materials (ASTM) standards and included site inspections, investigation of area geology and hydrogeology, review of site history and land use, review of adjacent property history and land use, review of regulatory agency lists and files, interviews with the property owner and authorized regulatory officials, onsite sampling of soil, groundwater, asbestos, PCB’s, and drummed wastes, and preparation of the ESA report.

Phase I, II Environmental Site Assessments & Comprehensive Risk Assessment

Great Western Chemical Company, Chicago, Illinois.

Conducted comprehensive Phase I and II ESA’s and a Risk Assessment to establish a baseline prior to a major real estate transaction commitment. Work involved researching historical operating and land use information for an active chemical distribution facility; preparing a sampling and analysis plan; supervising collection of several dozen shallow soil samples and groundwater samples; evaluating laboratory data; and preparing Phase I and II reports using standard ASTM protocols. Project required gaining knowledge of Illinois EPA’s Tiered Approach to Corrective Action (TACO) regulations and requirements.

Phase I, II Environmental Site Assessments – Portland, July 2001

Confidential Meat Packing Facility, Portland, Oregon. 

Conducted a comprehensive Phase I ESA in July 2001 for facility owner looking to sell 11 acres. The assessment was conducted according to lending American Society for Testing and Materials (ASTM) standards and included site inspections, investigation of area geology and hydrogeology, review of site history and land use, review of adjacent property history and land use, review of regulatory agency lists and files, interviews with the property owner and authorized regulatory officials, onsite sampling of soil, groundwater, asbestos, PCB’s, and drummed wastes, and preparation of the ESA report. As part of this project, leaking USTs and contaminated soils were discovered and removed by Creekside and its subcontractors.

Phase I, II Environmental Site Assessments – Portland, Oregon

Dupont Chemical Company, Metro Regional Services, Oregon Insurance Agency, and Remax Realty – Portland, Oregon. 

Conducted multiple comprehensive Phase I & Phase II ESAs in From June to September 2002 for the four aforementioned clients. The assessments were conducted according to lending American Society for Testing and Materials (ASTM) standards and included site inspections, investigation of area geology and hydrogeology, review of site history and land use, review of adjacent property history and land use, review of regulatory agency lists and files, interviews with the property owner and authorized regulatory officials, onsite sampling of soil, groundwater, asbestos, PCB’s, and drummed wastes, and preparation of the ESA report. As part of this project, several leaking UST’s were discovered and removed by Creekside and its subcontractors.
